As the saga of the sinking and leaning Millennium Tower drags on, the blame game between Millennium Partners, the developer behind the luxury condo building, and the Transbay Joint Powers Authority, the agency building a high-speed rail terminal and tunnel next door, has only intensified with few signs that a resolution is on the horizon.
